It's a negligible increase in performance for so much more money. I don't think it's worth it.
@OP: You have a 4790
K and a 4690
K in those pcpartpicker lists. They both have clock multipliers unlocked. Is there a reason you're buying an unlocked CPU and not considering overclocking?
The stock intel HSF is adequate if not OCing, it can get quite loud though.
With that CPU I would splash out the extra 20quid for an aftermarket cooler though (if you want to OC or think you may want to in the future). Otherwise skip the cooler and get a locked CPU.
