I was given this layout by a friend who knows quite a bit about computers, but I would like to know the opinion on others to see if this layout would work better for me.
I am currently looking to build my own custom computer, and just wanted to see if these parts would work together.

Looks good, don't really need a cpu cooler as the cpu comes with one but if you wanna fork out extra for a slightly better one like the one you've listed go ahead.
Get an SSD if you want though I don't have one and my pc 3 years later still boots in ~10 secs. Oh and Windows 10 > 8

What diff would it make for me? As far as I'm aware they only help with boot times or am I wrong?

Just did a build for someone with that case. It's aight, little tight when putting it together so just do small stuff first. Also make sure your top USB hub works first off.
I agree with everything else said so far, def get 10 over 8. Stock fan would be fine unless you want to go crazy with overclocking or something. And hybrid drives are neat. 256SSD is pretty cheap now a days and is enough room for OS & games etc.
